Google Panda has started at February of this year. Panda has restricted many sites which are having bad content or poor grammar. Google panda is all about good legal pages. If you are having pages which are not copyscape with good material then you will be good for Panda, whereas if you have many pages having duplicate contents then your whole site has to bear it and it may be cause of penalty.

Google panda penalty is for whole site not for only a page. If most of the pages of your site has duplicate contents whether you are also having quality pages but your site will be ranked low and you may get penalized.
